The inner envelope is a key part of the two-envelope system used for mail-in ballots. After voting, the unit owner places the completed ballot inside the inner envelope and seals it. This sealed envelope is then placed into a pre-addressed return envelope, which is sent to the inspector of elections. The inner envelope helps ensure that the ballot remains confidential by keeping the voter's identity separate from their vote.
