How Much Does a California HOA Inspector of Elections Cost?

The cost of a California HOA election depends on the number of units receiving paper vs. electronic ballots and the election type. California common interest development elections governed by Civil Code §5100–§5135 are conducted with an independent inspector of elections.

Most California HOA inspector of elections services quote by phone or by requiring you to submit information before returning a price. The calculator above gives you an instant estimate without any of that.

A typical annual election for 100 units runs approximately $1,500 for all-paper delivery. Associations that qualify for electronic voting can reduce that to approximately $140 — a difference of over 90% — because electronic mailing costs $0.25–$0.38 per unit versus $3.00–$4.75 per unit for paper, and the inspector fee is waived when no paper ballots are used.

Electronic vs. Paper Ballot Costs

California HOA associations can offer electronic voting under Civil Code §5105. The process includes giving members the opportunity to change their delivery preference at least 90 days before the election. An annual election for 100 units costs approximately $140 all-electronic versus $1,500 all-paper — the difference comes from both lower per-unit rates and the waived inspector fee.

Special assessment votes run on a paper-only basis. All notices and ballots for a special assessment are delivered by mail.
