In California homeowners associations (HOAs) and common interest developments (CIDs), an inspector of elections is an independent party responsible for overseeing fair and transparent elections. These inspectors ensure that voting, particularly when conducted by secret ballot, follows the association’s rules and state requirements. Associations must select either one or three inspectors, who can be volunteer poll workers, licensed accountants, notary publics, private companies specializing in election services or inspector of elections software, or association members —provided they are not current board members, candidates, or related to either. Inspectors cannot be anyone employed by or contracted with the HOA for any other paid service.
